Cook: $1 Million Going to Affordable Housing Projects in the 50th

HARRISBURG – Rep. Bud Cook (R-Greene/Washington) announced funding totaling $1 million has been awarded for affordable housing initiatives in Greene and Washington counties.

“This funding makes a significant impact here in the 50th,” Cook said. “Housing is an essential need and many residents will benefit from these improvements for years to come.”

The money will be distributed to four housing and community development initiatives through the Pennsylvania Housing Affordability and Rehabilitation Enhancement (PHARE) fund as follows:

Greene County
• Facilitating Repair Assistance and Maintenance for Equity (FRAME) - The County of Greene - $450,000, which will support the county’s work to repair owner occupied homes for low- to moderate-income residents.
• Greene County Human Services, Housing Program Homeless Prevention and Supportive Housing 2025 - The County of Greene - $ 150,000, which will be used to fund a housing program that focuses on a full range of services to try and prevent homelessness that includes outreach, engagement and assessment of those that are homeless or near homeless.
• Heating System Replacement and Hot Water Boilers Scattered Sites - Housing Authority of the County of Greene - $250,000, which will be used to replace and modernize outdated hot water boilers across 40 affordable housing sites. Many of the units are nearly 20 years old, inefficient and costly to maintain. The project will improve safety, reliability, and energy efficiency for more than 120 low income residents.

Washington County
• Nathan Goff Junior Apartments' Balconies, Doors and Windows Replacements and Rehabilitations Environmental Project - Washington County Housing Authority via The Redevelopment Authority of the County of Washington (RACW) - $150,000, which will be used to replace all the glass balcony doors and windows, fix or replace the balcony railings, refinish the decks with an anti skid coating, and repaint the accent panels next to the doors and railings.
Funding for PHARE awards comes from two main sources. Since 2012, the program has received a portion of the impact fees collected from natural gas companies operating in the state. That is supplemented with funding provided by a portion of the state’s realty transfer tax.
